dc.description.abstract	การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาปัญหาและเสนอแนวทางการพัฒนาการบริหาร งานพัสดุของโรงเรียนมัธยมศึกษาในกลุ่มโรงเรียนสหวิทยาเขตพนมสารคาม สังกัดสำนักงาน เขตพื้นที่การศึกษามัธยมศึกษา เขต 6 จำแนกตามตำแหน่ง และประสบการณ์การทำงาน กลุ่มตัวอย่าง ที่ใช้ในการศึกษาวิจัยครั้งนี้ คือ หัวหน้าเจ้าหน้าที่พัสดุและเจ้าหน้าที่พัสดุ และครูผู้สอนในกลุ่ม โรงเรียนสหวิทยาเขตพนมสารคาม สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 6 โดยอาศัย ตารางกำหนดขนาดกลุ่มตัวอย่างของเครจซี่ และมอร์แกน (Krejcie & Morgan, 1970, p. 608) ได้กลุ่มตัวอย่าง จำนวน 181 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามชนิดมาตราส่วน ประมาณค่า 5 ระดับ จำนวน 40 ข้อ มีค่าอำนาจจำแนกรายข้อระหว่าง .77-.90 และค่าความเชื่อมั่น ของแบบสอบถาม เท่ากับ .99 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าคะแนนเฉลี่ย ( ) ค่าความเบี่ยงเบนมาตรฐาน (SD) การทดสอบที (t-test) และการวิเคราะห์ความแปรปรวนทางเดียว (One-way ANOVA) และเมื่อพบนัยสำคัญทางสถิติจึงเปรียบเทียบความแตกต่างรายคู่ด้วยวิธีการ เชฟเฟ (Scheffe’s test) ผลการวิจัยพบว่า 1. ปัญหาการบริหารงานพัสดุของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษา มัธยมศึกษา เขต 6 โดยรวมและรายด้านอยู่ในระดับปานกลาง เรียงลำดับปัญหาจากมากไปหาน้อย ได้แก่ ด้านการจัดหาพัสดุ ด้านการควบคุมพัสดุ ด้านการบำรุงรักษาพัสดุ และด้านการจำหน่ายพัสดุ 2. เปรียบเทียบปัญหาการบริหารงานพัสดุของโรงเรียนมัธยมศึกษาในกลุ่มโรงเรียน สหวิทยาเขตพนมสารคาม สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 6 จำแนกตาม ตำแหน่งการปฏิบัติหน้าที่งานพัสดุ โดยรวมและด้าน แตกต่างกันอย่างมีนัยสำคัญทางสถิติ ที่ระดับ .05 ส่วนด้านการจัดหาพัสดุ แตกต่างกันอย่างไม่มีนัยสำคัญทางสถิติ 3. เปรียบเทียบปัญหาการบริหารงานพัสดุของโรงเรียนมัธยมศึกษาในกลุ่มโรงเรียน สหวิทยาเขตพนมสารคาม สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 6 จำแนกตาม ประสบการณ์ โดยรวมและรายด้าน แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 4. แนวทางการพัฒนาการบริหารงานพัสดุของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษา มัธยมศึกษา เขต 6 ได้เสนอไว้ 4 ด้าน ดังนี้ ด้านการจัดหาพัสดุ สำนักงานเขตพื้นที่การศึกษา มัธยมศึกษาเขต 6 ควรจัดทำคู่มือ แบบฟอร์มการจัดซื้อจัดจ้างและเอกสารที่เกี่ยวข้องให้สถานศึกษา ปฏิบัติงานเป็นแนวทางเดียวกัน ด้านการควบคุมพัสดุ ควรมีการกำหนดขั้นตอนการเบิก-จ่าย โดยพิมพ์เอกสารพร้อมคำอธิบายให้ชัดเจน ด้านการบำรุงรักษาพัสดุ ควรตั้งงบประมาณซ่อมแซม บำรุงรักษาพัสดุให้เพียงพอเพื่อให้ใช้การได้ตลอดอายุการใช้งาน และด้านการจำหน่ายพัสดุ ควรสำรวจสภาพครุภัณฑ์อย่างจริงจังเพื่อดำเนินการจำหน่ายออกจากบัญชี

dc.description.abstractalternative	The purposes of this research were to investigate problems and to suggest guidelines for the development of supply management in secondary schools at Phanomsarakham Cluster under the Secondary Educational Service Area Office 6, as classified by work position, and work experience of teachers. The sample included the chief supply administrative officer, supply administrative officers, and teachers in secondary schools at Phanomsarakham Cluster under the Secondary Educational Service Area Office 6. Based on Krejice and Morgan's Table of Sample Size (1970, pp.608), the sample of the study consisted of 181 people. A 40-item, 5-level, rating-scale questionnaire, having the discriminating power of items between .77-.90 and the reliability at .99, was used as an instrument for data collection. Mean, Standard Deviation, t-test, and One-way ANOVA were statistical devices employed for the data analysis. In case of significant differences were found, Scheffe’s paring comparison method would be applied. The findings revealed as follows: 1. Problems and guidelines for the development of supply management of secondary schools at Phanomsarakham Cluster under the Secondary Educational Service Area Office 6, as a whole and in each particular aspect, were found rated at a medium level. Ranked from highest to lowest were the aspects of supplies procurement, supplies control, supplies maintenance and supplies distribution. 2. On the comparison of problems of supply management of secondary schools at Phanomsarakham Cluster under the Secondary Educational Service Area Office 6, teachers with different work position rate differently, both as a whole and in each particular aspect, and the significant difference was found at the level of .05; except only in the aspect of supply procurement, which non-significant difference was found. 3. On the comparison of problems of supply management of secondary schools at Phanomsarakham Cluster under the Secondary Educational Service Area Office 6, teachers having different work experience rated differently, both as a whole and in each particular aspect, and the significant differences were found at the level of .05 4. Guidelines for the development of supply management of secondary schools at Phanomsarakham Cluster under the Secondary Educational Service Area Office 6 were as the following. In the aspect of supply procurement, the Secondary Educational Service Area Office 6 should prepare forms and related documents so that the schools can implement supply management in the same direction. In the aspect of supply control, steps of disbursement should be notified. This can be done by providing a clear printed description. In the aspect of supply maintenance, budget for the maintenance should be sufficiently allocated for long time use. Finally, in the aspect of supply distribution, serious supplies inspection should be carried out to proceed distribution from the account.
