dc.description.abstract	งานวิจัยนี้มุ่งศึกษาระดับคุณภาพการจัดการงานก่อสร้างของกองช่างของเทศบาลและส่วนโยธาขององค์การบริหารส่วนตำบลโดยทำการวิเคราะห์หาความสัมพันธ์ระหว่างวิธีปฏิบัติ และปัญหาในการจัดการคุณภาพงานก่อสร้างขององค์กรปกครองส่วนท้องถิ่นในเขตจังหวัดฉะเชิงเทรา จำนวน 108 แห่ง แบ่งเป็นเทศบาล 32 แห่งและองค์การบริหารส่วนตำบล 76 แห่ง โดยมุ่งเน้นศึกษาภารกิจหลักด้านระบบการบริหารและจัดการงานก่อสร้างถนนกับอาคารสาธารณะ ด้วยแบบสอบถาม จากผลการประเมินระดับความสำคัญของคุณภาพการจัดการงานก่อสร้างพบว่า ในด้านการสำรวจเพื่อการออกแบบและประมาณการและการตรวจงานก่อสร้างมีระดับความสำคัญอยู่ในระดับปานกลาง ส่วนในด้านการจัดซื้อจัดจ้าง ด้านการควบคุมงาน และด้านการติดตาม ผลงาน ซ่อมบำรุงและการคืนเงินค้าประกัน สัญญามีระดับความสำคัญอยู่ในระดับมาก ส่วนผลการประเมินระดับปัญหาการจัดการงานก่อสร้างในด้านการสำรวจการออกแบบ และประมาณราคาพบว่า อยู่ระดับน้อยถึงปานกลาง ในด้านการจัดซื้อจัดจ้างอยู่ระดับน้อยในด้านการควบคุมงานก่อสร้างอยู่ระดับน้อยในด้านการตรวจงานก่อสร้างอยู่ระดับปานกลางและในด้าน การติดตามผลงานซ่อมบำรุงและการคืนเงินค้าประกันสัญญาอยู่ระดับน้อยถึงปานกลาง

dc.description.abstractalternative	This research aims to study quality level of the construction management of the division of public works in municipalities and civil works in subdistrict administrative organization. The relationship between the operation method and the problem of the quality of construction management of 108 local administrative organizations in Chachoengsao province, consisting of 36 municipalities and 76 subdistrict administrative organizations were investigated. This study focused on administration management system of the road and public building construction by using questionnaires. From the evaluation of the important level on the quality of construction management, it was found that local administrative organization in Chachoengsao province had medium important level on location surveying and estimation and inspection . While, purchase, follow-up maintenance and contract refund was in high level of importance. In the evaluation of the problem level on the construction management, it was found that the location surveying and estimation was in low to medium level. The purchase and construction control were in less level. The inspection was medium level. The follow-up maintenance and contract refund were in low to medium level.
