dc.description.abstract	งานวิจัยนี้เป็นงานวิจัยเชิงคุณภาพ โดยมีวัตถุประสงค์เพื่อ หนึ่ง เพื่อทบทวนยุทธศาสตร์ของการพัฒนาอุตสาหกรรมในพื้นที่แหลมฉบัง สอง เพื่อวิเคราะห์ผลกระทบจากการพัฒนาอุตสาหกรรมในพื้นที่แหลมฉบัง และสามเพื่อเสนอแนวทางและมาตรการเชิงนโยบายการพัฒนาอุตสาหกรรมในพื้นที่แหลมฉบัง ผลการศึกษาตามวัตถุประสงค์มีดังนี้ ผลการศึกษาตามวัตถุประสงค์ข้อที่ 1 พบว่า ยุทธศาสตร์ของการพัฒนาอุตสาหกรรมในพื้นที่แหลมฉบัง พบว่าการพัฒนาอุตสาหกรรมในพื้นที่แหลมฉบังนั้นมีพัฒนาการมาทั้งหมด 4 ระยะด้วยกันคือ ยุคแหลมฉบังในก่อนอุตสาหกรรมเน้นการทำเกษตรและประมงเป็นหลัก ยุคที่สองคือยุคของอุตสาหกรรมยุคต้น (พ.ศ. 2490– พ.ศ. 2520) เป็นยุคที่เริ่มมีการผลิตในลักษณะของอุตสาหกรรมการค้าจากสินค้าเกษตร ยุคเริ่มต้นของการเป็นเมืองอุตสาหกรรมจากการเข้ามาของกลุ่มอุตสาหกรรมปิโตเลี่ยม ยุคที่ 3 แหลมฉบังในยุคแห่งการเปลี่ยนแปลงเป็นเมืองอุตสาหกรรม (พ.ศ. 2520 – 2535) เป็นยุคแห่งการขยายตัวเข้ามาของอุตสาหกรรมต่างในพื้นที่ อันได้แก่ ท่าเรือเอกชน การเข้ามาของท่าเรือน้าลึกแหลมฉบังและนิคมแหลมฉบัง มีผลให้แหลมฉบังเริ่มมีการขยายตัวของความเป็นเมืองอุตสาหกรรม และยุคที่สี่คือยุคของการการเป็นเมืองอุตสาหกรรม (พ.ศ. 2535 – ปัจจุบัน) ผลการศึกษาตามวัตถุประสงค์ข้อที่สองพบว่าผลของการพัฒนาในพื้นที่แหลมฉบังนั้นมีผลทางด้านเศรษฐกิจ ได้แก่ การล่มสลายของอาชีพเกษตรกรรม การปิดล้อมของอุตสาหกรรม ผลทางด้านสังคมได้แก่ การผูกขาดของระบบการเลือกตั้งประชาธิปไตยแบบตัวแทน การแตกตัวทางสังคม ผลทางด้านสิ่งแวดล้อมได้แก่ ที่ได้รับจากการพัฒนาของอุตสาหกรรมในพื้นที่แหลมฉบัง ได้แก่ การเกิดปัญหามลพิษ ทั้งทางอากาศและทางทะเล การเสื่อมโทรมของทรัพยากรธรรมชาติที่มีผลมาจากการพัฒนาด้านสิ่งแวดล้อม ผลการศึกษาตามวัตถุประสงค์ข้อที่ 3 พบว่าแนวทางในการควรที่พัฒนาทรัพยากรบุคลในการที่สร้างให้เป็นผู้มีความรู้และสามารถที่จะทำงานนั้น ควบคู่กันไปด้วย ให้ความสำคัญของการกระจายรายได้ควบคู่กับความเจริญเติบโตทางเศรษฐกิจ การปรับแนวทางการชดเชยจากผู้ได้รับผลกระทบจากอุตสาหกรรม ข้อเสนอในการจัดการผลกระทบด้านสิ่งแวดล้อม มีข้อเสนอดังนี้ ด้านกระบวนทัศน์ของการพัฒนานั้นควรมีการปรับเปลี่ยนกระบวนทัศน์ใหม่บนฐานของการพัฒนาที่ยั่งยืนและใส่ใจสิ่งแวดล้อม โดยปัญหาด้านสิ่งแวดล้อมที่จะต้องดาเนินการร่วมกันหากมีการขยายตัวของนโยบายพัฒนาระเบียงเศรษฐกิจภาคตะวันออก การจัดการขยะมูลฝอย ระบบบาบัดน้าเสีย มลพิษทางอากาศ ข้อเสนอต่อการกาหนดนโยบายสาธารณะ ในการพัฒนาอุตสาหกรรมควรมีการกระจายอำนาจในการกำหนดนโยบายสาธารณะให้กับประชาชน ข้อเสนอต่อการกระจายรายได้ลงสู่ประชาชนฐานรากและการสร้างความมั่นคงทางเศรษฐกิจให้กับประชาชนในท้องถิ่น อันได้แก่ การปรับปรุงท่าเรือให้เป็นสถานที่ท่องเที่ยว การส่งเสริมการท่องเที่ยวชุมชนโดยอาศัยต้นทุนทางวัฒนธรรม ทรัพยากรธรรมชาติ ที่มีอยู่ในชุมชน การบูรณาการระหว่างหน่วยงานราชการต่าง ๆ ที่เกี่ยวข้องกับการการพัฒนาอุตสาหกรรมในเรื่องของการจัดการปัญหาด้านสิ่งแวดล้อม ทั้งในด้านสาธารณสุข ด้านเศรษฐกิจ ด้านสิ่งแวดล้อม เป็นต้น	th_TH

dc.description.abstractalternative	This research is the qualitative research. The objective research are 1. To review strategy of the development in Laem Chabang area. 2. To analyze the impact of the industrial development in Laem Chabang area, and 3. To offer the guideline and the policy measure for the development in Laem Chabang area. The research result from the objective as follow: The objective no.1 found that strategy of the development in Laem Chabang area found that there are 4 era of the development in Laem Chabang area which was the pre-industrial era in Laem Chabang which focused on the agriculture and fishery. The second era was the early industrial era (B.E. 2490– B.E. 2520). This era started to transform the agricultural product to the commercial industry. It was the early era of the industrial city because of the approaching of the Petroleum industry. The third era was the transforming to the industrial city (B.E. 2520 – B.E. 2535). It was the expanding era in the different industries, such as the private port, Laem Chabang port and Laem Chabang industrial estate which affect Laem Chabang expanded to the industrial city. The fourth era was the industrial city (B.E. 2535 – the present). The study research from the objective no. 2 found that the result of the development in Laem Chabang area affects the result in the aspect of the economy, such as falling of the agricultural career and surrounding of the industry. The result in the aspect of the society, such as the monopoly of the representative democracy election and the society cracking. The result in the aspect of the environment, such as the air & sea pollution, the natural resources degradation which causes from the environmental development. The study result from the objective no.3 found that the development guideline should focus on developing the human resource in knowledge in order to have the competency in working together, and giving the priority of the income distribution together with the growth of the economy. The guideline adaptation in the compensation of the people who is affected by the industry. The offering in the environmental impact management are as follows: The aspect of the developing paradigm should adapt into the new paradigm which is based on the stable development and pay attention to the environment. The environmental problem must operate together, if there is the expansion of the policy. Developing the eastern economy by managing the garbage, the waste water treatment system and the air pollution. The public policy offering in the industrial development is to have the income degradation to the people. Should have the power degradation in defining the public policy to the people. The offering to the income degradation to the fundamental people and building the economy secure for the people in local, such as improving the port for the tourist attraction, promoting the community tourism by using the advantage of the culture and the natural resources in the local. The integration between the government sector which relates to the industrial management with the environmental problem management in the aspect of the public health, the economy and the environment.	en
