| dc.description.abstract | ปัญหาของการพัฒนาอุตสาหกรรมที่อยุติธรรมและความไม่จริงใจของภาครัฐและกลไกราชการในการแก้ปัญหา ส่งกระทบต่อคุณภาพชีวิตของประชาชนในภาคตะวันออก ทางเลือกสุดท้ายของประชาชนต้องลุกขึ้นสู้ด้วยขบวนการภาคประชาชนเอง ภายใต้ชื่อ “สภาพลเมืองเพื่อการปฏิรูปภาคตะวันออก” และประกาศเจตนารมณ์ในการเคลื่อนไหว ภายใต้ยุทธศาสตร์ตะวันออก 3-4-5เพื่อคนตะวันออก3 คือ 3 เป้าหมายที่จะมุ่งไป (1) การปกป้องพื้นที่และสร้างความมั่นคงทางอาหาร (2) การรักษาฟื้นฟูทรัพยากร อนุรักษ์ฟื้นฟูทรัพยากรธรรมชาติ(3) การมุ่งสู่ชุมชนท้องถิ่นจัดการตนเอง4 คือ การเข้าร่วมเคลื่อนไหวของและสนับสนุนปฏิบัติการใน 4 พื้นที่(1) พื้นที่ชุมชนท้องถิ่นและเครือข่ายฐานราก (2) พื้นที่นโยบายสาธารณะ(3) พื้นที่อำนาจในรัฐธรรมนูญ (4) พื้นที่การสื่อสารประชาสัมพันธ์ 5 คือ 5 แผนปฏิบัติการเร่งด่วน (1) การริเริ่มสร้างเครือข่ายพลเมืองและสร้างสภาพลเมืองเพื่อการปฏิรูป (2) การพัฒนาศักยภาพเครือข่ายพลเมืองในการทำข้อเสนอการปฏิรูปในแต่ละพื้นที่ (3) การเปิดใจให้อภัยที่ผ่านมาเพื่อยกระดับข้อเสนอร่วมกันและผลักดันสู่การปฏิรูปร่วมกับรัฐ (4) การสร้างสรรค์รัฐธรรมนูญที่กระจายอำนาจสู่คนตะวันออกอย่างแท้จริง และผลักดันให้มีการประกาศใช้เป็นรัฐธรรมนูญที่กระจายอำนาจไปสู่ประชาชนพลเมือง ให้อำนาจพื้นที่จัดการตนเองได้มีสมดุลแห่งการปกครองในส่วนของภาคตะวันออก(5) การเปลี่ยนแปลงและกำหนดแผนพัฒนาภาคตะวันออก เพื่อการเติบโตที่ยั่งยืนร่วมกัน และการผลักดันสู่การปฏิบัติจริง | th_TH |

Their lastpossible choice is to rise up with the people movement under the nameof "People's Council for reform the East region" and to announce theirintentions in this movement under the “East Strategy 3-4-5” for Easternpeople3 are three goals to aim to (1) to protect areas and to build the foodsecurity (2) to rehabilitate and to conserve natural resources (3) to geartoward self-management of local community.4 are to join and to support operations in 4 local areas (1) localcommunity areas and foundation networks (2) public policy area (3) thearea of authority in constitution (4) the areas of communication andpublic relation. 5 are five urgent action plans (1) to create citizens network andcitizens’ council for reforming (2) to develop the potential of citizensnetwork in the reform proposals in each area (3) to open mind and toforgive the past for upgrading the proposals together and to push intothe reform together with the state (4) to create the truly decentralizedconstitution to Eastern people and to push forward the promulgation ofthe decentralized constitution toward the citizens (5) to change and todeterminate the development plan of Eastern region for sustainablegrowth together and push into the real implementation. | en |
