การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อสำรวจระดับความคิดเห็นของผู้ปฏิบัติงานพัสดุ
ของมหาวิทยาลัยบูรพา เกี่ยวกับระดับคุณภาพของการบริหารงานพัสดุของมหาวิทยาลัยบูรพาตามระบบงบประมาณ พัสดุ การเงิน และบัญชีกองทุนโดยเกณฑ์พึงรับ-พึงจ่าย ลักษณะ 3 มิติ และสำรวจสภาพปัญหาของผู้ปฏิบัติงานด้านพัสดุของมหาวิทยาลัยบูรพา ตามระบบงบประมาณ พัสดุ การเงินและบัญชีกองทุนโดยเกณฑ์พึงรับ-พึงจ่าย ลักษณะ 3 มิติ ในปีงบประมาณ 2549 กลุ่มตัวอย่างที่ใช้ในการศึกษาค้นคว้าในครั้งนี้ มีจำนวน 30 คน จากประชากรผู้ปฏิบัติงานด้านพัสดุของมหาวิทยาลัยบูรพา จำนวน 60 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลคือ แบบสอบถามซึ่งดำเนินการแจกและเก็บคืนด้วยตนเอง นำข้อมูลมาวิเคราะห์ด้วยการคำนวณหาค่าความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า
1.ระดับคุณภาพของการบริหารงานพัสดุของมหาวิทยาลัยบูรพาตามระบบงบประมาณพัสดุ การเงิน และบัญชีกองทุนโดยเกณฑ์พึงรับ-พึงจ่าย ลักษณะ 3 มิติ มีระดับคุณภาพในภาพรวมทั้งหมดอยู่ในระดับมาก เมื่อพิจารณารายละเอียดในรายด้านพบว่า ระดับคุณภาพของการบริหารงานพัสดุของมหาวิทยาลัยบูรพาตามระบบงบประมาณ พัสดุ การเงินและบัญชีกองทุนโดยเกณฑ์พึงรับ-พึงจ่าย ลักษณะ 3 มิติ ด้านการจัดหาพัสดุและด้านการควบคุมและการจำหน่ายพัสดุมีคุณภาพอยู่ในระดับมาก เรียงตามลำดับจากมากไปน้อย ได้แก่ ด้านการจัดหาพัสดุ และด้านการควบคุมและการจำหน่ายพัสดุ
2. ผลการสำรวจสภาพปัญหาของผู้ปฏิบัติงานด้านพัสดุของมหาวิทยาลัยบูรพาตามระบบงบประมาณ พัสดุ การเงิน และบัญชีกองทุนโดยเกณฑ์พึงรับ-พึงจ่าย ลักษณะ 3 มิติ ในปีงบประมาณ 2549 ซึ่งผู้วิจัยสามารถสรุปได้ดังต่อไปนี้
2.1 ปัญหาด้านเอกสารที่ใช้ในการจัดซื้อจัดจ้างมีปัญหามาก กล่าวคือ ต้องใช้เอกสารประกอบจำนวนมากซึ่งเป็นการสิ้นเปลืองเกินความจำเป็น
2.2 ปัญหาด้านการนำโปรแกรมคอมพิวเตอร์มาใช้มีปัญหามากในเรื่องของความล่าช้าในการประมวลผลและความสมบูรณ์ของระบบทำให้เกิดความยุ่งยากและข้อผิดพลาดในการปฏิบัติงาน |

The purposes of this research were to survey the procurements' opinions regarding the quality and the problems of performing the procurement administration in Burapha University upon the accrual basis of accounting for three-dimensional system, in the 2006 budget year. The sample consisted of 30 procurements who work in Burapha University. Research instruments included the procurements' opinions questionnaire SPSS was employed for descriptive statistices. The data analysis was made by percent, mean, and standard deviation. The research findings were as the following:
1.The quality of performing the procurement administration in Burapha University upon the accrual basis of accounting for three-dimensional system as a whole was at rated at a high level. When considering all aspects separately, they were also rated at a high level, ranging from higher to lower average score were: procurement, controlling, and elimination, respectively.
2. The problems of performing the procurements who work in B urapha Univertsity upon the accrual basic of accouting for three-dimensional system, in the 2006 budget year, they were find out that.
2.1 There were problems concerning documents reated at a high level. those mean they have to use a lot of documents which unnececessary and useless.
2.2 There were also problems concerning the applacation program rated at a high level. It was uncompleted and need a long time to process the process the procedure. This problems was made the difficult and error in the performing |
